We’re creating a vibrant new waterfront community called Victory Quay, bringing much needed high-quality homes, green spaces and commercial, social and recreational facilities to the gateway of Portsmouth. We’re working in partnership with Portsmouth City Council and Homes England to bring this exciting new community to the city.  

We’ll transform an unused, derelict, brownfield site at what was formerly known as Tipner East to create Victory Quay with 835 new homes, including those for affordable tenures such as shared ownership and affordable rent. Sustainability, ecology and landscaping are at the heart of our designs and the plans include enhancing the waterfront promenade for residents to enjoy, as well as improving the connectivity from the north of Portsmouth to the rest of the city, reducing the need for car use. New flood defences will protect Victory Quay and hundreds of other homes in Stamshaw, Tipner and North End.  

Victory Quay sits in a prominent location overlooking Tipner Lake as you enter the city on the M275. There will be some family houses, and most homes will be apartments.  

We’re acutely aware of the ecological importance of the site. Our plans involve extensive decontamination of the land and a strategy that once completed will be a haven for wildlife to thrive and impact on biodiversity mitigated.  We’ve agreed with Natural England and the Hampshire and Isle of Wight Wildlife Trust a plan, where once completed will be a haven to thrive.

We’re working in partnership with Portsmouth City Council and Homes England to bring this exciting new community to the city.

Our application is compliant with the policy of Portsmouth City Council, i.e., 30% of the homes will be affordable.  However, as a housing association providing affordable homes is our motivation so we’re treating this a minimum figure, and we’ll seek to increase this where possible.

We’ll follow Portsmouth City Council policy, which states that 70% of the affordable homes will be for affordable rent and 30% will be shared ownership.

It’s important to us that we’re providing homes that meet the needs and aspirations of the local community. There’ll be a mix of 1,2,3 and 4 bedroom homes and apartments but the mix will depend on the need of the community.

In a coastal city, protecting the residents and area from floods and water damage are vital to the future of the community and their wellbeing. We will be delivering new flood defences, that will not just protect our site but other areas of northern Portsmouth (hundreds of homes and businesses in Stamshaw, Tipner and North-End).

Yes. Part of the landscaping of the development we will include a range of trees and plants to encourage biodiversity.

Yes, as well as via the neighbouring Park and Ride, it is expected that buses will be rerouted through the site.

We collaborated closely with the local community and held a series of consultations to allow them to contribute their views on the site.
 
Access in and out of the development was raised as a potential problem. As a result, we are pleased to be working with PCC and the Park & Ride team to ensure there are quick and easy connections to the Park & Ride services as well as specific bus routes near the development.
 
Furthermore, it was raised by some that they would like to see space on the site for community use. As a result of this feedback, we have included community space in the final plans.

Finally, we wanted to offer the local community the opportunity to give a name to the new development, one that honours the historical nature of this iconic site and has close ties with Portsmouth. We are pleased to have named the development 'Victory Quay', as suggested by its local residents and businesses.
